We also graduated another 21 new Warrant Officer One/WO1 from the&lt;br&gt;Federal course at Ft Rucker AL.&lt;p&gt;Along with Inter-State Transfers, Re-Appointments, Certificate of Eligibility&lt;br&gt;holders, MN appointed 47 warrants officers in FY09.&lt;p&gt;FY10 seems to be on the same track as last year.  Currently, we are working&lt;br&gt;17 Pre-determination Packets (PDP) for our State Warrant Candidate School.&lt;br&gt;Twelve (12) more are in the works for the Federal course.  I&amp;#39;m anticipating&lt;br&gt;our Federal numbers will increase throughout the year.&lt;p&gt;We are currently in the top five in percentage (94%) of warrant officers&lt;br&gt;assigned throughout the nation and in the top ten in total number assigned&lt;br&gt;(211).&lt;p&gt;Attrition seems to big our biggest concern.  Last year, 25 warrant officers&lt;br&gt;were separated from the MNARNG.  The majority of those were CW2 and below.&lt;br&gt;(Retirement)  &lt;br&gt;I have asked our fulltime staff to address this issue and develop a COA.&lt;p&gt;I wish to thank our Senior Leadership, RRC, BN OICs, State CSM for all the&lt;br&gt;support given to this program.  Without each of these leaders, those gain&lt;br&gt;numbers above would have been impossible.&lt;p&gt;Also, a BIG THANK YOU, goes out to CW3 Tina Stalboerger, CW3 Jeff Jansen, CW2&lt;br&gt;Glenn Feitl and WO1 Jennifer Diaz (our fulltime support staff) for their&lt;br&gt;dedication and devotion to our Warrant Officer program. &lt;p&gt;Our goal for FY10: 224/224 (100%); fill critically short MOS&amp;#39;s (i.e. MI, SC,&lt;br&gt;FA, EN); attrition 5% or below. &lt;p&gt;CW5 Steven R. Congress has put Still Saluting  into law for Retired Soldiers and other veterans. The 2008 National  Defense Authorization Act (Public Law 110-181) changed -- which covers  "Conduct during hosting, lowering or passing of flag." "During the ceremony  of hoisting or lowering the flag or when the flag is passing in a  parade or in review, all persons present in uniform should render  the military salute. Members of the Armed Forces and veterans who  are present but not in uniform may render the military salute. All  other persons present should face the flag and stand at attention with  their right hand over the heart, or if applicable, remove their  headdress with their right hand and hold it at the left shoulder, the hand  being over the heart. Citizens of other countries present should stand  at attention.
