I.     Call to order

Maj Glenn Slotness called to order the regular meeting of the National Guard Association at 1805 on 8 February 2005 in Forest Lake, MN.

III.     Approval of minutes from last meeting

Previous minutes from the 11 January 2005 meeting were read.  Electronic copy sent to WebMaster with corrections.

IV.     Administrative Announcements

a)     War Power Act was not invoked due to great attendance from all groups.

b)    Registration for the Hawaii Convention is available 16-19 September 2005. Form attached

V.     Insurance Report

c)     Austin Jenkins assisted in proposing a bill on the MN Senate and House floor to make payment towards life insurance carried by the troops.

VI.     TreasurerŐs Report

a)     See Cash Flow Report dated 7 February 2005 detailing YTD information.  Current asset (Checking Account) balance is 22,474.23.

b)    Positive overall inflow at 12,872.96 from the receipt of 2005 dues. Of which a payable to NatŐl is due.

c)     Motion, second discussion and passed.  Reports attached

VII.     Membership Report

a)     2004 ended with a 62% total membership.

b)    Membership coming in slow, group 4 heavily deployed (Division)

c)     Need listing of all Warrants, O-1 to O-3 that are deployed

d)    2005 dues received  Currently, the percentages are as follows; Group-Percentage  1-63, 2-26, 3-37, 4-10, 5-15, 6-20, 7-35, 8-9, 9-43  MN Total at 27% 

e)     Report Attached

VIII.     Legislative Report

a)     Current NGAUS legislative efforts have begun.

b)    Relief for civilian employer a concern.

IX.     Association Meeting Planner

a)     No update.

X.     Web Page Report

a)     On-line conference registration available.  Currently down but C Madsen will fix this evening  Registration is a secured site.

b)    Encourage all to use.

c)     On-line membership still being used currently 30+ have signed up.

d)    VikANG news on-line postcard sent to those requesting the new feature.

e)     Need info on Retirees and Insurance program.

f)     Web site ideas to be sent to carl.madsen@us.army.mil

XI.     Group Reports

a)     Group 1-No Rep

b)    Group 2-No Rep

c)     Group 3-EB-Tab coming back from the 1-151, Long distance calling cards available to deployed troops.  Contact Major Swanson.

d)     Group 4-No Rep, Platoon of engineers returned from Iraq did encounter a roadside IDELooking for new group rep

e)     Group 5-Major test for readiness in April, currently mobilized to Joint Forge, AEF cycle coming.

f)     Group 6-Civil Engineers, services flight deployed to Silver Flag, Depart in spring ½ of wing.

g)    Group 7-Joint Headquarters, Recruiting. Verified roster, sent to commanders 235 potential members.  Current effort in Transformation.

h)    Group 8-1256 Aviation members coming home around June 2005 Focus on membership at command level Goal this year 50%, last year hit 35%

i)      Group 9-2 soilders deployed Annual Training C-142 Construction, School HousePhillipines, Engineers to Alaska Goals 02-100%, 03-39%, 05 goal 70%

j)      Group 10-Sad news Wayne BeckerŐs wife passed away.  Wayne is a faithful and dedicated supporter to the NGAMN and US.

a)     No report

a)     Present, but nothing to report.

XIV.     Corporate Report

Nothing

XV.     Executive Director Report

a)     Upcoming meeting with the enlisted association on Thursday.

b)    Hotel conference registration passed out. 

c)     Coupons for air travel and hotels available.

XVI.     Old Business

a)     Breakfast with national delegation will be followed up by Gutknecht.

XVII.     New Business

a)     Search for new secretary.  Slotness and Swanson to search
